पुस्तक प्रकाशन : Land Issues in India

आज, दिनांक २९.०१.२०१५ रोजी मा. मुख्यमंत्री यांच्या हस्ते माझ्या Land Issues in India या पुस्तकाचे प्रकाशन मा.महसुलमंत्री, मुख्य सचिव, राज्यातील सर्व जिल्हाधिकारी यांच्या उपस्थितीत पर पडले!!!

प्रांताधिकारी, तहसील कार्यालय झाली बोलकी!

सात-बारावर आता 'आधार' क्रमांक

सकाळ, पुणे - बनावट सात-बारा आणि त्याआधारे होणाऱ्या फसवणुकीस आळा घालण्यासाठी यापुढे सात-बारा उताऱ्यावर संबंधित जमीनमालकाचा आधार कार्ड क्रमांक टाकण्याचा विचार महसूल प्रशासनाने सुरू केला आहे. त्यामुळे दस्त नोंदणीच्या वेळेस जमीनमालकाची ओळख पटण्यास मदत होणार आहे.

विभागीय आयुक्त एस. चोक्कलिंगम्‌ यांनी शुक्रवारी ही माहिती दिली. बनावट सात-बारा उतारा अथवा जमिनी मालकांच्या नावाशी साधर्म्य असलेली व्यक्ती उभी करून जमिनीची खरेदी विक्रीचे प्रमाण वाढत चालले आहे. त्यातून मोठे न्यायालयीन वाद निर्माण होत असून, दाव्यांची संख्याही वाढत आहे. त्यास आळा बसावा, जमीनमालकांची तसेच खरेदीदारांची फसवणूक होऊ नये, यासाठी उताऱ्यावर आधार कार्ड क्रमांक टाकण्याचा विचार सुरू आहे. 

चोक्कलिंगम म्हणाले, "दस्त नोंदणी कार्यालयात बायोमेट्रिक सिस्टिम पूर्वीपासूनच आहे. सातबाऱ्यावर आधार नंबर दिल्यास दस्त नोंदणीच्या वेळी नोंदणी निरीक्षकांना मालकी हक्काची खात्री करून घेणे सोयीचे होईल. पुणे शहर व जिल्ह्यात सुमारे 76 टक्‍के लोकांचे आधार कार्ड नोंदणीचे काम पूर्ण झाले आहे. त्यामुळे सातबाऱ्यावर आधार कार्डचा नंबर टाकणे शक्‍य होईल. ही बाब लक्षात घेऊन ही योजना प्रस्तावित केली आहे. त्यासाठी नोंदणी महानिरीक्षक आणि पालकमंत्र्यांशी चर्चा झाली असून लवकरच बैठक घेण्यात येणार आहे."

Upcoming book...LAND RIGHTS and MUTATIONS in MAHARASHTRA

I am writing about land issues for last 17 years. My effort was always to write in very simple language so that common man should be able to understand the complicated legal issues.

There was a demand from new generation that these simple books should be written in English. Therefore I am publishing my first book LAND RIGHTS and MUTATIONS in MAHARASHTRA --- Shekhar Gaikwad

 

 

प्रकाशझोत

इंटरनेटसारख्या प्रभावी माध्यमाद्वारे शेतकरी, महसूल अधिकारी आणि जमिन व कायदेविषयक जिज्ञासा असणा-या सर्वांसाठी आवश्यक त्या माहितीचे दालन खुले करुन देणे या उद्देशाने हा ब्लॉग सुरु करण्यात आला आहे.

'जमिनींचे वाद' व 'महसूल कर्मचा-यांचे प्रशिक्षण' या दोन विषयांवर सादरीकरणाच्या माध्यमातून प्रकाशझोत टाकण्यात आला  आहे :

१) जमिनविषयक वादांची मिमांसा :  

अद्ययावत माहितीच्या शिक्षणाने आपल्या ज्ञानाच्या कक्षा विस्तारतातच; परंतु त्याबरोबरच आपल्याला असणा-या शंकाचे 'कायदा' व 'अनुभव' या दोन पैलूंच्या आधारे निरसन झाल्यास ज्ञानसंवर्धनाला एक वेगळीच झळाळी प्राप्त होते.

यासाठी तीन सादरीकरणांच्या रुपाने जमिनविषयक विविध वादांची मिमांसा करण्यात आली आहे. सदर तीनही सादरीकरणे ब्लॉगवर प्रकाशझोत(Presentation) या सदरामध्ये उपलब्ध करुन देण्यात येत आहेत.

२) महसूल कर्मचा-यांची प्रशिक्षणाद्वारे क्षमतावृद्धी :

महसूल प्रशासनात केवळ नायब तहसिलदार / तहसलिदार / उपजिल्हाधिकारी संवर्गांना सेवेत प्रवेश करतेवेळी ४५ दिवसांचे पायाभूत प्रशिक्षण यशदातर्फे दिले जाते. परंतु, लिपिक / तलाठी / मंडळ अधिकारी / कर्मचारी / अव्वल कारकून अशा संवर्गांना पायाभूत प्रशिक्षण मिळत नाही.

याचाच अर्थ असा की, कर्मचारी सेवेत आल्यावर त्यांना कामाची माहिती व कौशल्य आहे किंवा कसे याचा विचार करुन त्यांना प्रशिक्षण न देता त्यांच्यावर कामाची प्रत्यक्ष जबाबदारी सोपविण्यात येते. या संवर्गाचा विचार करता, पायाभूत प्रशिक्षणासाठी तयार करण्यात आलेली ४ वेगवेगळी सादरीकरणे  प्रकाशझोत या सदरात उपलब्ध करुन देण्यात येत आहेत.

I need very desperate help from you.

I am Sanjay Nikam, residing at Mumbai, I am in process to purchase Agriculture Land at Neral (Karjat). Shekhar saheb, I have Registered the document, paid Stamp Duty, completed formalities like purchaser & seller by taking my photo & seller's photo, sign & thumb impression by producing 7/12 Extract as my farmer certificate.

After this now circle person (may be from Revenue Department or Tahsildar office) they are asking me for Farmer Certificate even for above formalities I have produces 7/12 Extract. Please do suggest if I need to produce the same or 7/12 Extract will prove as I am armer instead producing Farmer Certificate ?

Nobody told me that I have to produce this certificate even after completing these formalities. I dont mind going to native place & get Farmers certificate but I dont know how much time it will take and how much money I have to give under the table.

Can 7/12 Extract be considered as Farmer Certificate to purchase this land? I think agent between this trying to play tricks to get money.

If you or your father is owing any agricultural land on their name, then 7-12 extract is enough evidence as a agraiculturist.

Thanks for your reply. My father's & my name is there on 7/12 extract but it is not considered. I went to native place & got the Farmer's Certificate from Tahsildar & submitted the same. Thank you very much for your kind guidance.

My next step will be getting electric connection & water connection to land.

YASHADA Foundation Training

Email Response from Revenue Officer

Yesterday a probationary deputy collector was attached with me for training. I just inquired about their foundation training at YASHADA. He told me that majority of the topics related to Revenue Admin. were covered by Shri. Shekhar Gaikwad ; Shri. Pralhad Kachare, which is a good thing to happen for probs.

When I completed my foundation, I was left wondering why it was called FOUNDATION training. The prob I met was quite confident & enthusiastic about his forthcoming independent charge of Tahsildar, which I think is an outcome of inputs given by the above respectable duo.

We all should thank them for their initiative for giving us a good batch of officers.
